 A question about how the panel member ID rating and displayed "star count" works.

Abstaining from voting on a record/ID:

How does the number of panel members effect the overall star count?  Is it majority of all panel members which determines the star count, or majority of "voting" panel members?

Watch Description

Rose Gold Case measures 38mm lug to lug x 25mm non inclusive of the Crown using Calipers. Original Rose Dial shows Black printed Arabic numerals, Bulova signature and tracks. Hour and Minute Hands are Black Modern style and a Black Modern style Seconds Hand appears on a sub Dial fully obscuring the 6. Double Date stamp on the Movement - X and O Crown is signed Bulova. Snap fit Caseback is Stainless Steel and stamped as shown. Glass Crystal is N.O.S. 

For those who enjoy their Bulova's shiney and pretty: As found in original condition.  .....how cool is the old Leather strap??

1969 Oceanographer Crystal

Haven't  gotten ant relpys, might be my error in the date 1969 vs !969.

Trying to ID and buy a crystal for my M6 Oceanographer. Case number is 2829. It is about 30mm and has a retaining ring. I think it might be  Bulova 1402E-1.  Can anyone verify? does anyone have one for sale??
