Agreed this is a 1949 Bulova His Excellency "CC" but it looks like the dial has been replaced or is a different dial variant. The ads show it should have full Arabic numbers.

I agree this looks to be a His Excellency "CC" case with a possible dial replacement. In reference to Excellency being on the dial, some did and some didn't even within the same model. I also love the inscription.
