Full white metal case marked "10K Gold Filled" and "Bulova" in addition to the serial number on the back. Inside Marked "Bulova", Fifth Ave", "New York". Expansion Band appears original. I think this is a "American Eagle".
I would date this watch to 1947 based on the case serial number. the case style for 1947 would be His Excellency but there might be a dial (movement?) swap.
Case- 1947 His Excellency DD Movement/Dial- 1947 His Excellency UU
I suggest this is a 1947 Bulova His Excellency noting a possible dial/movement swap (the hands are much earlier, maybe late 20's )

If the white gold case was dated 1946, I would say Statesman. As it's dated 1947, It's a His Excellency case. Watch as presented appears to have the same dial as this one, only reversed colors. A variant was never determined.

"DD" was a yellow gold case, and although face appears the same configuration as the "UU", it's the wrong color (gray vs. white) I'm inclined to call this generic His Excellency for the time being. Face and case both match a HE of the time frame, but no specific variant.
1947 His Excellency, noting replaced hands, and possibility of refinished or replaced dial
