I now own 2 WWII Military Cases with this Red 'crap' on them.
Investigation reveals this is called 'Firescale', an Oxidation of Silver which possibly occurs during the initial plating process.

haha, You're post came in before I could finish Will!....here's the last snippet of the final document indicating 2 samples were delivered.
IMO, these A-11 Dial 'improvements' lead directly to the development of the A-17 Navigation.
Another interesting tid-bit is in the last paragraph of the 2nd letter in My post above: Elgin proclaims that they are furnishing 'Wrist Watches to the U.S. Marine Corps and Navy Department with lumionous Dials'. - IMO they are discussing the 15 Jewel Military Issue Watches marked 'ORD DEPT' which would make the A-11 an Air Force issue piece exclusively, hence the 'AF' preceeding the Seriel number on the Caseback.
AF abbreviating AIR FORCE.
enjoy!
The subject A-11 would appear to comply with additional requirements of the U.S. Navy Bureau Of Aeronatics, as indicated below.
