On a side note, as I love trying to put a face with a personalized watch, I googled the name on face (Irvan Schreck) and got one 1940 census hit for a man by that name, who was born in 1917, died in 1996 and lived in Davenport Iowa. A couple other related geneology sites for the same and relatives.. It's a pretty uncommon and middle European name.
Depression era watch that may have sat a couple years in a jewelry store. I'm going out on a limb here and speculating a Bar Mitzvah gift in 1930, when he was 13.
I don't think I have ever seen an inscription on the dial like that. I could see that as a gift as Bob speculated. Nice find.

Wonderful watch. Really unique personalization. 1928 Bulova Franklin. I think this is your guy. Seems to also have been a WWII veteran.

Nice follow-up, Jim! Notice that in the anniversary article, the wife (only) is listed as a member of the Lutheran Church. This would seem to indicate he was another faith.

Yes... double date stamp. Square and Crescent moon.
specially since the 10AN in 1927 was within the 200 thousand range, while for 1928 the 10AN was within the 400 and 800 thousand range....
