This is made of brass and measures approximately 60mm x 60mm. The back watch cover is approximately 50mm diameter.
Google thought that it might be a travel clock or a desk time piece.
A very rare 1928 Bulova car clock which could also be used as a travel clock when placed inside a travel case like this example.
They could also be mounted to the dashboard of the vehicle with the right mounting.
I believe the small circular hole at the 9 o'clock position turns red when wound down.

Thank you for the response! I have been combing through the internet trying to figure out what it is. Was there a specific car manufacturer that would have used them or is it an aftermarket add on type deal? I would love to find an advertisement for it.
And yes, it does display red when it is wound down.
