Stainless steel mono case with an N1 date code.  The dial is black with white markers and hands.  The movement is an 11ALC 17J.  Based on the 1971 Line book this is 1971 Bulova Sea King "FX".

Got out my magnify glass to confirm the linebook entry...yep looks the same.

Anyone got any idea what a 'Locking ring' is?

Locking ring is a ring that surrounds the movement and you have Two brackets that hold the movement in place to the bezel ring.
