Nice one! This is one of those models that the name is determined by the date of production.
the result of previous discussions is:
1943 - Comptroller
1945/46 - Knickerbocker
1947 - Clinton
1948/49 - Chief
Ad dated 1948; As the watch is dated 1948, it is a Chief
1948 Bulova Chief

Based on model year and the serial number of the case starting with a 9 I am good with 1949 Bulova Chief.

The date range information posted by Bob above is the best we have to determine this case model, so 1948 Bulova Chief it is.
