The roman numeral designate which case back goes with the case front. The romans are lll lll Vll (337) just like the last three of the s/n. This is very common with watches of the 1920's and 30's
Hello emartor, Yes it looks like you are spot on the ID as President. The roman numerals are the last 3 digits of the serial # on the case. I think you see this more in pocket watches and I am not an expert on this by any means but I believe it was to keep parts together or to show they were original. Maybe someone else will be able to give you a more detailed answer than I am able to. Great looking watch and great find.
