What a great watch.
At first sight it looks like an un-issued ORD DEPT military watch, but the engraving looks to say that it is a gift to someone in the armed forces, and presented by Bulova Watch Co!
Of course, unless corroborated by a former owner or any papers accompanying the watch, this is just unknown, but it looks genuine to me.

The inner case movement cover is a dust/anti-magnetic cover, made from a beryllium/iron and other metals alloy.
That radium dial is in very good condition dude, so is the case.

I'd say US ORD, unreleased hence the caseback markings which were probably added by some former owner as requested of the engraver. Dial appears to be a refinish as the radium, or lume does not match the hands and it should be the same. Dial could also be a NOS replacement with new lume in the hands.
Tough call but I'd still say " Military ", Mark, your the most knowledgeable of this kind of watch. What do you think?

Show some age, the numbers have a yellow to
Orange patina to them, the second hand looks
Off to me and the research I've done. I think the
Correct seconds hand should also be blue with
Luminescent like the hour and minute hands,
I could be wrong .
If you look at the 10 AK/10 AKCSH military models in the watch DB, you will see several watches with mint dials, mine included!
Maybe the minute and hour hands have been replaced, that is all, it is even possible they came from another milwatch.
A great watch w/ that incription on the back. Some kind of military or at minimum military style. Non-issue. ..but it's unknown from me...
