A Bulova Chief seems to be the concensus base on the year.

I don't think the Year of manufacture has much to do with it, if anything.  Simply because there is no ad on site for a 1940 'CHIEF' does not indicate one doesn't exist.

The watches are 2 different models, very similar but different, a trait not new to Bulova.  

'RANGER' - no 6 numeral on the dial.

'CHIEF' - partial 6 numeral on the dial. 

... according to the ads.

I've also seen a number of 1940 Ranger adverts that show a totally different watch.
