Appears to be a 1928 Bulova 'President Madison' with a near mint case (missing rod for the hinge which is easily replaced). The 'Cathedral' hands appear to be original but the seconds hand is missing and the second hand is loose. The dial is a little dirty but looks worse than it is because of the poor crystal which will be replaced. The crown is not original & will be replaced. The balance is OK.
Dear Silvercloud, President Madison it is! By the way, the second digit in the case serial number is a 0, not an 8.
A very distinctive case makes this an easy ID for a 1929 Bulova President Madison.
I look forward to seeing this beauty restored, if that is the plan.
