1981 Bulova Quartz 2622.10 Is this lever supposed to be touching the outer ring of the hour wheel?

This Tang supposed to hit...

Is the tang in the attached pictures supposed to be touching the cylinder at the hour hand? The second hand was sitting in one place twitching back and forth, which led me to investigate.

Yes. I believe this is the hack.   Since the crown has been removed it is in the hack position.  Try reinstalling the crown and push it in.   The hack spring should move from the gear.

I should ad that a Hack feature stops the hands to allow time to be set exactly to the second and is common in military watches but also in quartz watches to save battery life.
