I agree it's quite possibly not a stock band, however, it's a perfect two-tone (polish/buff finish) to the watch.
Based on the fact the extra links are with it in a little ziplock bag, and watch appears unworn; my guess is the award giver offered a choice of band to the awardee and it was presented on this band as opposed to leather or a bracelet. In many cases in the past, 25 yr+ retirees at big companies were given a choice of award from a catalog. I know that IBM for instance used to give a choice of Rolex or Omega - leather or bracelet, yellow or white. Those days are gone.
