Hello Kimmiesue, welcome to myBulova. I am a huge fan of heirloom watches as they are such personal items. I think your husband is very fortunate to have this wonderful keepsake from his father. These old watches are not terribly expensive to have repaired, often they just need to cleaned and oiled. Depending on where you live, we might be able to recommend a qualified watchmaker.
The watch Dave and Camille (daca102090) linked to is the same as your husband's. I think bobbee had it right in that thread and that both yours and their watch are the Apollo model. Here's another link, this one to Jaroslav's watch that show the type of hand your husband's watch probably had originally. These hands are readily available and could be obtained from a couple different members here. If your husband really wanted the full treatment, his watch could have the dial repainted as new with the lume (glow in dark) added to both the numerals on this dial and the replacement hands.
