Either a redial, or a recase.
The recase may be the best option for the reasons Ken gives, and also this.
The hands are painted with a very light lume, but if the dial has any lume I cannot see any.
If there is any lume, it should be the same colour as the hands if they are original and started out life together.
Midnight Clipper dial, American Clipper case, possibly refinished dial if no lume.
