Wayne, it is quite possible that your dial was refinished that way and the hands changed to match by request of an owner. This type of service was quite common back then.
Stephen, I sorry to say that your dial has been refinished at some point in time. The hand scribed numbers represent the ID of the refinisher. Similar to a watchmaker's scribe for service in a watch case.
