Lyle has it right. Even without the owner's permission, Bulova would change out the non-functioning Accuquartz movement with a new, cheap quartz movement. There are Accuquartz movements available on eBay all the time. I have bought several, both working and non-working. Search "Bulova Accuquartz". They usually go for less than $50. Be certain the day wheel has three letters. if it only has two letters, it wll be another quartz movement. The value of your watch is in its heirloom value to you and in the gold content. The dial is pretty common and nothing special. You might be able to find a complete working watch with the same dial and just have the movement switched out.
BTW, that's not an Omega symbol. It is the tuning fork symbol.
