The myBulova 1946 Director has a different arrangement of the numerals on the dial, long thin hands,  and notches on the lugs.  The lugs are also a different shape and more angularly defined.  My personal 1946 Statesman has different lugs, a longer dial, hands that are straight and thin, and numerals that are a different shape. The 1947 (no 1946 in the myBulova data set) example of His Excellency also has the notched lugs.

The lugs on my candidate are solid and do not extend beyond the crystal, which convincinced me this was what was depicted.  There are some other 1946-1950 watches I have seen that share the same case and movement with lugs that are clearly different than what is in the advertisement picture.
