'BANKER' IMO - Non-engraved Case looks to have a Gold back (typical for pre 1940) and 'CHIEF' was not available in 1939?
'BANKER' - Rolled Gold Plate with Gold back, - thicker lugs.
'CHIEF' - Rolled Gold Plate w/ Stainless Steel back first seen in 1942 +/-
