Agreed. After further research found that the double hour hand appears on some other Bulova's like this one https://mybulova.com/watches/1967-accutron-railroad-9117. Further research indicates it was an option for railroad workers who traveled frequently thru dual time zones. I have no doubt this was a factory option but have not seen any confirmations other than similar accurtrons online.
