My concern about an 'His Excellency' ID is that they didn't come into play until 1947 and prior to that they typically had an individual\ model name.
I've just found that we have a 1944 advert showing the Her and His Excellency line which I believe we have mis-identified the year.
I take your point that the dial matches that of a Craftsman, but has the case of an 'His Excellency', even though in 1946 the case was probably known under another name.
The mystery continues.
