Here is dial as seen on subject watch in a 1946 s/n different case (dated as 1947) , and here is a slightly later 1948 HE "GG " case that looks to be a match.
I would be inclined after looking at all the His Excellency models; to either call this one
His Excellency, no variant or
His Excellency "GG" noting dial replacement.
