This 1968 watch likely was never sold with a 1964 movement; so two options to consider (since who really knows the 50+ year history), is that the entire movement is from '64 and replaced the original, or the weight from the original went bad and a watchmaker had one on hand to replace it with - only it was dated M4 (this has happened to me, needed a new weight, but couldn't find one with datestamp that matched the original).
