Closest I can find is the Golden Clipper. However most are 17J where-as the subject watch is 23.
The hands are unique as is the all golden movement.

I've gone through the ads and not found a match; and since there are no ads to support a 23-jewel Golden Clipper (all 17 jewel), I am at Unknown.
