Watch year is unknown (not marked on caseback).

11ALC movement is marked M4 (1964). Weird movement with the long metal cap for the pinion?

Searching the database, cases stamped H1xxxxx date from either 1964ish or 1970.

With the movement stamped M4, 64 seems the better choice.

That said I've not had any luck with a model match yet.

Serial numbers starting with 'H' (and w/ the 11AL movements) typically have an M4 or M5 date. I think those with the M9/N0 stamps would have the 11BL movements.

The long metal cap is there to keep tension on the seconds hand and prevent skipping.

It resembles a couple of different models - in part.

Case is seen in the Surfmaster and Sea King lines

Dial is similar to a Sea King.

Unknown model at this time.

I could not find a match either.  Seems to fit the Sea King family but cannot find a positive match.  Unkown for me.

Thanks for all the comments and clarifying the purpose of the cap (tension cap?). 

Concur with Andersok's link to page 6 of the 1960 for the Sea King dial answer and for the (separate) 1960 Sea King case.

For the dial, the ad shows a Sea King HW (item [F])  with a black dial and notes a white dial variant (18-9035 W2995). That black dial is sharp!

Definitely seems to be a Sea King dial.   The case does not match this case in this ad.
