So what does the HS stand for.
It is the mark of the British Royal Navy Hydrographic Service.

So does that mean that these would have been issued to military personnel?
Yes it's a rare naval issue Accutron, the acid etched (rather than engraved or stamped) markings with the HS and the military arrow or pheon are used by the RN in their surveying of oceanic and other water features. These are for navigational charting mainly, but include all marine activities.
I notice a lot of reference watches had a number after the arrow, but look to be earlier watches.

There are less than a dozen known examples of the Accutron HS, all from 1963. They are thought to be a small consignment of trial watches that eventually was not taken up by the Admiralty.
Nothing definite is known about them, all is speculation by military specialist collectors.
