at first glance I'd say a 'PRESIDENT', possibly 'NON-CONFORMING'.

Whilst I cannot find a match I would tend to agree with Fifth, that its probably part of the 23J President series shown here

It Certainly has all the characteristics of a Pres of that period. Certainly has the right movement as well.

I have the same watch and just posted it here. Only difference, mine is 10kt Yellow Rolled Gold Plate.
