The trade in deal mentioned could be an in house jeweller's arrangement, or it may have been in conjunction with Bulova themselves. Basically the watch is being offered at a discount or sale price, up to 46% in the case of the '23' pictured. Obviously it would be less for the Senator.
As a repair shop, this is actually a good idea and from time to time would yield some good parts watches or even watches that could be reconditioned and then sold in the store. I heard that Bulova would accept the trades from the stores and give them credit, but not sure how long this was the case and when.
