I believe the watch dates from 1949 due to the J9 stamp on the movement. The inside of the watch case has few markings on it: 11.13.97 written in sharpie which I assume to be a service date. 30592 Is etched into the case
There is another number etched there as well that reads 317 (to my best identification) and may have another mark next to it.
Official stamp inside the case reads:

The hand etched marks (and sharpie) inside the case back are all jeweler's marks indicating service or repair. Everyone had their own code, so meaning is lost.
1949 Bulova Arnold looks to be a good match.
Case design,15 jewelled movement and a stainless steel back case are all consistant with that of a 1949 Bulova Arnold.
