This looks like a Miss Air Warden or Trained Nurse missing the second hand. I am not quite sure without doing some research when the changeover year was. I am thinking 1947 making this a Miss Air Warden noting missing second hand. Will take a look at the ads to see if it is clear or not. The jewel next to the centre wheel should have an extended pivot- it should be visible sticking up past the jewel. It holds the centre sweep driving wheel, which as noted, is missing, along with the centre sweep pinion and hand.
If there is no protruding pivot end to that arbor, it would mean that it either got broken off or has been replaced with a non-sweep version.
Regardless, 1945 Miss Air Warden.
It would certainly be worth finding a donor movement for parts to complete the watch.
