1938 movement in a 1940 case. Thinking President with movement swap as this should have a 21 jewelled movement.
haowan it would be good to know some dimensions of the case, how at measure the length (Lug to Lug)
I think President has at view larger case, moreover in addition to the number of jewels these watches have stainless steel back
Does the omega symbol on the movement not mean it is 1940?
The case measures approximately 37mm (including lugs) x 21mm

It does and it also means 1930, but we can rule that out. The movement may or may not be original to the case. Presidents of the period normally have a 21 jeweled movement, so that along with the date mismatch may suggest that the movement was swapped at some point.

I think the President of this period has case 42-45 mm, 21 JWLS and full gold case (no SS case back). Is that so?

Sure looks like a Phantom case. Measurements for this Phantom case are close to subject case measurements. Could be a 1940 Phantom case, and when the movement was swapped, the sub second dial came with it.
Yes jabs, this has the look of a Phantom with a sub-seconds dial to me.
Much too small to be a President, and not enough curve to the case either.
Have we seen any adverts with a Phantom and sub dial? I thought that the two key elements of a Phantom was the lack of a sub dial and a 17 jeweled movement. Could be wrong.

Stephen I believe you're right about the Phantoms not having sub dial. The President case is thinner and longer, I measure mine at 44.8 x 19.4. I'm torn, not sure on this one.
