I believe this is a Kenneth. There is a newspaper ad clip somewhere on the site. As per Bulova naming convention, one would suppose this was a mans watch; but based on the its 8mm lug width, I would say not. Could be the reason this model was short-lived. I've included a comparison photo with my Broadcaster.
Here is the advert for the Bulova Kenneth. Dial is different but it still could be. I'm still looking.

Advert only shows two, although I can see why you might think three. A trick of the advert artwork.
I don't believe there a 3 steps.
I think you are misinterpreting the ad drawing.
Clearly the dial is different but I'm inclined to ID as Kenneth, I might be tentative...
