Ok, so I looked again and did see a moon on the movement. I'm presuming it would be a 1938. As for the first case number, the top is worn but the bottom may be a 6 as the circle looks slightly different than the bottom of the 8's.

Based on the 1938 movement and the case serial possibly starting with an 8, I'm inclined to ID as a 1938 Bulova Miss America.
