Cool mid 30's men's watch.  Missing center seconds hand as the outer seconds ticks indicates. I think we have a '36 Bulova Buckingham

Interesting that this Buckingham advert states 17 jewels.

Might be the Aeronaut. At $29.75 that would be a 15 jewelled price. (advert is dated Dec 8, 1936)

Advert states white, but I would lay money on there also being a yellow gold version.

I couldn't find a second ad for Aeronaut but it does seems like a logical match.
