Sorry, but no, I doubt that's a 1934 President. In fact the case looks to be an exact match to a Waltham I have. This would be your 1934 President as can be seen in the ads on file.

The pic of the unk has 4 steps, Bully has 3...
there's an ad showing a 4 step Bulova Case, '35 I think.
Case engraving pattern is Bulova (thanks Wayne, I'm catching on) as are the Dial charcteristics.
Maybe so Mark but not a 3 step AND a 4 step in the same year?...well maybe a '35 then with a '34 movement...hafta look n see....

I suspect you are correct this case has never quite fit together properly

in this 1934 ad it looks like a two-step?

Can't be a President. The ends of the crystal are not curved and the President in this era was always 21 jewels.
