I don't have the book answer but I'm pretty sure the answer is with a pantograph engraving machine. I read an article about it but can't recall where. I think it may have been in reference to Elgin watches but can't quite remember.

So the question is:

"The identifying marks and other engraved inscriptions on a Bulova watch movement are neither stamped out nor are they engraved by hand. How are the made?"

A pantograph engraving machine would make sense as it's bit technically 'hand' engraved.
