Accutron Spaceview 21

I have a new (without tags) Accutron Spaceview 21.  This was an Automatic, commemorative watch, only 999 were made.  It is a. Swiss Kinetic Quartz Movement by Jean d Eve.  The setting mechanism does not work. When you pull stem out to set it, the hands do not turn.  Looking for someone who has the ability to repair and make the part if necessary.
