I've been trying to find a reference to a blue panel that runs from 7 to 11, but can only find 'gray nickel', 'bright golden' and 'brown' references.
Only version I can find that is stainless Steel case if the Accuquartz "J", but the panel on the variant is a light color. It's possible the was another variat or the dial color is custom.
With a linebook color match I'd have to ID as a generic 1972 Bulova Accuquartz for now.
Still that blue color is outstanding and with that matching band, it's an amazing watch.
