Certainly a match for a 1952 Bulova Hawley.
Looks like someone had a go at cleaning the dial. I've been there, some dials hold up well to a gentle wash, others lose the minute track markings as soon as they hear you contemplate the idea in your head. The very early dials are the best for cleaning.
Still it can come down to the owner, and what their preference is....a very very dirty dial or a very very clean dial minus the printed detail.
....oh and there can be a fine line between just clean enough and 'crap' I've gone too far!!!
