Now this is a really interesting watch. Specifically the hour hand is not one that I have seen before. it is clearly seems to me to be a two time zone display. The upper black one displays the first time zone and the orange displays the second zone. Seems to be a 1970 Bulova Accutron Railroad Approved model. I would like to see pictures of the movement if possible to make an accurate assessment.
Agree with Railroad. It would be helpful to get some additional photos of your watch if possible. These did have variants but I am not finding this specific model.

It's not often we see a dual timezone version of an Accutron RailRoad. It's basically an Accutron '226' with a special hour hand.
My father in law was a train engineer in Canada. Often jumping between BC and Alberta. This watch was his official train watch.
Agreed. After further research found that the double hour hand appears on some other Bulova's like this one https://mybulova.com/watches/1967-accutron-railroad-9117. Further research indicates it was an option for railroad workers who traveled frequently thru dual time zones. I have no doubt this was a factory option but have not seen any confirmations other than similar accurtrons online.
