It looks to be a close match TE-17 but the 24 hour dial and crown position are different.  Do we know if they had dial and position variations based on equipment it was installed in.  In either case I am good with the TE-17 designation.

So a mechanical movement, as somewhat indicated in the TE-17 description.

Despite the crown/dial positioning which could have just been a dial rotation, I agree with a Bulova TE-17.
