I think this is a 1942 Arnold. It looks like the seconds track has been poorly redone, but the rest of the dial looks ok. The band appears to be original, but it's broken, unfortunately.

Agree that this looks to be a 1942 Bulova Arnold.    This is a very simple movement and fairly easy to repair.  Parts are plentiful.
