From what I can find online this appears to be a 1932 Bulova President. I cannot seem to find another one with the same case and seconds dial in the same position though.

Thank you! I did not realize how ornate the original band was. I would love to restore it to working order but I don't know where to begin. Are these rare at all in terms of vintage Bulova watches?

The original 1930s bracelets are certainly out there available to buy. eBay is a good place to start. Some sellers want way too much, but you may find a reasonably priced one that suits.
It might be a little harder to find an exact match to what is shown in the adverts, but you should be able to find something close, as the styling was very popular with a number of watch brands and bracelet manufactures, during the 1930s especially.

Are you asking if the watch is rare, this case style is moderately common, these were mass produced consumer goods - Bulova made thousands of most of their models and the President was a VERY popular model. The bracelet on the other hand is a bit less common, I've seen three or four of them over the years.
