Appears to be not have been identified yet and remains unknown. This is a before picture - the dial is being refinished as it is far gone.

I'm in Canada and use watchdials.com. Exchange rate and shipping still makes it a better value than using a US company and they've done a nice job.
I didn't get the hands done as I thought they looked interesting against the new dial. However, they look more like new shoe laces on an old running shoe so might get them done too.
